I hope you are doing well. We have reviewed the supporting documents and have additional comments to this application that we would like the applicant to consider and provide information on.

 

• The TA does not include existing traffic flow data or congestion levels, which is classified as a MEDIUM concern. ​
• AECOM recommends commissioning traffic counts or using up-to-date Department for Transport (DfT) data for a comprehensive baseline assessment. ​​

• The TA's junction capacity assessments reveal significant issues with the base traffic flows and trip generation assumptions. ​

• The base scenario is derived from forecasted data rather than actual traffic counts, which is a SIGNIFICANT concern. ​
• Junctions M62 J19 and J20 are expected to operate over capacity in future scenarios, with discrepancies in modelled geometry noted for M62 J19.

We have done a initial review and I have attached my comments to this email. I have recommended a Holding recommendation until 14^th August 2025. As there are fundamental issues that need to be resolved before National Highways can issue a final response for this application.
