Hi Hannah,

 

Thanks for your email.  Where there are issues with safety preventing access to the interior of a building, we would advise that a thorough external survey is undertaken (H&S allowing), and an appropriate number of nocturnal activity surveys are undertaken to account for this limitation.  The limitations and appropriate actions should be explained and justified in the reporting.  Sometimes it is also possible to locate a static detector into a space, which may be an option, but would need to be considered on a site basis.

Further to my previous email, Arbtech, who carried the PEA, have advised that they would not be willing to enter the loft due to safety concerns. They have suggested a bat emergence survey. Would this suffice?

Good afternoon,

 

I am writing to follow up a consultation request regarding the above planning application.

 

The preliminary ecological appraisal has advised that an additional bat survey is required. However, please see below an extract from the PEA which states that the conditions for accessing the loft space are unstable and unsafe.

 

There was no access to the loft space within B2, the access point was very narrow and placed above a stairway which made accessing the loft space safely with a ladder impossible. The loft space within B1 was accessible but the surveyor was unable to enter the loft to look for adjoining access to the loft of B2 due to incomplete boarding and unsafe conditions. Each building has recently had a structural survey and the basement, and lower floors of both buildings have been reinforced with beams and struts. Discussion with the client resulting in the loft being deemed unsafe for entry.

 

Given the exceptional circumstances relating to the structural integrity of the building, please could you advise how the applicant should proceed in terms of building work and carrying out the bat survey.

 

Any advice would be greatly appreciated.
