Thanks for consulting me on
this. I have some outstanding concerns and queries:
- Is there an up-to-date
heritage statement for this application? I can only find superseded
ones on the file. The superseded statements are very basic and does
not really set out in any details of the significance of the asset or how
it would be impacted by the proposal. I would contend they do not
meet the requirements of NPPF paragraph 207. An updated heritage
statement is required. I would recommend that this is carried out by
a heritage specialist.
- Further clarification is
required in relation to the new opening. The photos indicate that
there is a door in this position within the garage? Is this a dummy
door or has this been blocked up?
- More details are
required in relation to the features being removed - chimney and
fireplace, so that the impact on significance can be understood.
- Very few details have
been provided of the garage conversion works and how the space would be
upgraded to provide habitable accommodation. The use of concrete
breezeblocks is not normally appropriate within listed buildings.
Sections and details are required where alterations are
proposed.
- Further details are
required of the proposed finishes and any works necessary to meet building
regulations (in particular relating to fire safety), as these could have
implications for the listed building consent application. No details
have been provided in relation to the garage conversion and the blocking
up of the garage door, other than to say that a new breeze block wall
would be installed. Such a finish would not normally be appropriate
to a listed building and would not be reversible. An alternative
method of blocking this door should be considered and details
provided.
- What works are required
to convert the sliding door into a window - a method statement is
required, setting out the treatment for this feature
- The details of any
plastering/decorating works also need to be clarified
- The floor in the garage
is a mix of stone slabs with timber. What works are proposed
to create the new floor? The original floor finish should remain in
situ.
- As it stands, the
proposed works would appear to result in less than substantial harm to the
significance of the designated heritage asset. this harm has not
been adequately justified. No details of any public benefits have
been provided (please note that these can include heritage
benefits).
